Transportation
Salt Lake City has a light rail that takes you to a decent amount of places but it isn't large enough to fully relay on. There as also scooters all across the city for exploring more locally. I would say to get the most of the city, Uber or a rental car are your best bets.
When to Visit
Unless you're planning on skiing, I wouldn't recommend visiting during the winter or early fall. One of my favorite things about this city is how green and floral it is (which can only be experienced during warmer months). Just keep in mind the summers get pretty hot!
