Public Transportation all the way! There's a subway station within walking distance almost where ever you are. You can buy an unlimited pass for however long you are staying at a reasonable price. The subways are reliable and easy to understand. Having said that, I would recommend an Uber or Lyft to and from the airport.
When to Visit
Summers in New York are hot and humid and the winters are cold and wet. Unless you want to watch the ball drop on new years (which I don't recommend), spring and fall are the best time to go.
